The state-backed tokenization wave: what's really readable on-chain
Governments and institutions are moving into tokenized real estate. EstateFi's whole approach is verifiable public data — real trade prices and actually-paid income, read straight from public ledgers. So for each new program we track one question: what can anyone verify without an account? Every fact below survived adversarial verification against primary sources (state press agencies, official press releases), on 2026-07-27.
The watchlist
| Program | Ledger | Public readability | Status |
|---|---|---|---|
| Dubai — DLD × PRYPCO Mint × Ctrl Alt Government title-deed tokens. Pilot: 10 properties, >$5M, ~7.8M tokens; DLD issued a first-of-its-kind Property Token Ownership Certificate. Target: AED 60B (~$16B) by 2033 = 7% of Dubai property transactions. |
XRP Ledger (public L1), Ripple Custody | Partial Ownership AND management (ARVA) tokens recorded on-chain — but the pilot settles exclusively in UAE dirhams (no crypto), so payment flows are off-chain. Phase 2 (Feb 20, 2026) opened the first government-regulated secondary market for the ~7.8M pilot tokens — operated by PRYPCO Mint (a VARA-licensed private platform) under DLD oversight, Emirates ID only, min AED 2,000. |
We monitor XRPL for the issuer's footprint. Trigger: trades/holdings readable without a PRYPCO account → we index. |
| Saudi Arabia — REGA × Real Estate Registry On 19 Nov 2025 REGA completed the Kingdom's first title-deed tokenization, traded between the National Housing Company and multiple investors — billed by its infrastructure vendor SettleMint as the world's first national-scale real-estate tokenization infrastructure (registration + fractionalization + marketplace). |
National registry chain (built with SettleMint) — permissioned | Live, but permissioned Real milestone, but settlement runs on the national Real Estate Registry's own enterprise chain, not a public ledger — so holdings and transfers are not keyless-verifiable by an outsider. |
Trigger: any Saudi title-deed token readable on a public chain → we evaluate immediately. |
| UAE — MultiBank × MAG ($3B) One of the largest RWA deals announced (May 5, 2025), with daily yield promised to holders. |
Mavryk (its own L1) | Closed Issuance on Mavryk; yield distributed via MultiBank.io's own regulated platform — not a permissionless distribution. |
Watchlist only. Trigger: Mavryk explorer exposes per-asset issuance/transfers publicly. |
| UAE — DAMAC × MANTRA ($1B) Property developer DAMAC's $1B tokenization (Dubai real estate, hotels, data centers), announced Jan 2025 on the MANTRA Chain. |
MANTRA Chain (Cosmos-based L1) | Closed / caution Regulated, permissioned distribution — not keyless. Read with care: MANTRA's own OM token collapsed ~90% in a single day in April 2025, a reminder that "on a chain" is not "sound". |
Watchlist only. Trigger: per-asset issuance/transfers publicly readable on MANTRA Chain. |
| Blocksquare / Oceanpoint 188 property tokens minted on Ethereum mainnet; a per-property revenue-distribution contract exists with DAI legs. |
Ethereum (public L1) | Measured: dormant We measured the live revenue contract (0xBcb1757c…): ~$38.7k DAI distributed in the last 12 months across the whole platform, only 2 materially active properties — 182 of ~188 tokens have never emitted revenue on-chain. |
We watch the contract's events. Trigger: >20 active properties or >$50k/quarter → we integrate. |
| Already live & fully readable RealT (Gnosis) · Binaryx (Polygon) |
Gnosis, Polygon (public EVM) | Open Real secondary trades, order books, and actually-paid rental income — all keyless. |
Indexed on EstateFi today — including announced-vs-actually-paid rent, per property. |
Why "readable" matters more than "tokenized"
A title deed on a blockchain proves nothing to a buyer if prices, transfers and income stay behind a platform login. The lesson from our RealT dataset is brutal: the issuer kept displaying ~$50 prices and full rent schedules while real trades cleared near $19 and payouts stopped entirely — facts only visible because the data was public. That's the bar we hold every new program to.
"All on-chain transactions in this phase will continue to be executed on the XRP Ledger (XRPL)" — Ctrl Alt / Dubai Land Department, Phase Two announcement, Feb 20, 2026
